Constraint equation and two nodes

Hello, I have little problem.
I have 2 nodes (in ex. N1(0,5), N2(0,10)) I want to lead to that situation:
N1 goes up(along y axis) N2 goes with him(in the same distance), but if N1 goes down N2 stays on it's place.

Is that possible to describe this with constraint equation?
If not, how can I do that?
I Hope it's not too trivial problem for this forum.
