Construction General Permit Required for an OHV Park?

I have a project in an OHV park that will disturb more than 1 acre of land; however, OHV parks are constantly disturbed by the vehicles. Has anyone dealt with this before? I assume it is covered under the CGP, but I'm curious if anyone has pursued exemption for this situation.
