Construction on top of Waste Fill

Has anybody had any experience about faoundations on top of a waste fill?
The case is:
There is a waste fill(construction debri eg.concrete, wood, pipes) of approx 10 mts in a sea gained area. Below the fill there are soft clays and sands. The loads we have are in a range of 1kg/cm2 to 3kg/cm2. We have a soil report recommending to remove the waste fill and replace it with quarry material and than doing a preloading. Has anyone had previous experience with a similar case? Your advice would be hghly appreciated.

If within the reach of the budget precompression (or effective compression of whichever the kind) is good because it will diminish the settlements since the start of the construction and during the whole life of the building. This will diminish the problems of the levels outside respect levels inside.

Other than that one typically goes down with piles (sometimes to big depths, say over 30 m) to find reliable and strong support. Even then, negative friction may become real and one needs to care about this.

The alternative of doing a foundation vessel, maybe with diaphragms may be not available, so a rigid foundation may neither be; this construction has its own problems as well and is far more typical to go on piles.

The site is located in a Harbor area of Spain. A recommendation we have is to remove the whole fill.
