Contigious perimeter reinforcement with 135 degree end bends as closed stirrups for torsion and shear

I typically don't detail my stirrups this way, however the Contractor wants to do it this way. Do contiguous bars in a closed stirrup configuration work?

I'm not clear on what "contiguous" means in this context. Like a spiral? I recommend posting a sketch of what is being proposed.
 
What is this thing fundamentally? An eccentrically loaded footing? This hugely impacts the answering of this question.

I feel that the terminology that applies here is less "contiguous" and more "closed".

For most situations, you can expect the closed setup to perform better than an open setup. However, in many situations, I would consider a closed setup to be needlessly complex and costly.
