Converting 2D to Pro/e

I am getting a headache trying to import an igs from cadra. The person I get it from says its an igs, but his file is a .dat file. I rename it in MS-DOS to change the file type to igs. I does open in ProE but there is some data lost during this process. What am I doing wrong, or is it me?

I should mention that I'm only wanting to put this into a drawing. No intentions of making a model.
