Converting strange video composite signal

Hi,

we want to record a video signal from a video output of an elder HP-70206A spectrum analyzer. Its horizontal is 24kHz, its vertical frequency is 60Hz, with 1Vpp.
Now we look for a scan converter which scans and converts this signal to a video signal compatible with a PAL standard composite video signal which we can record with a common DVD-recorder or with a video grabber card on a PC.

Do you have any suggestion which company sells such a scan-converter or manybe a flexible video frame grabber card capable to help us.

Lacking any other solution, you could aim a video camera (or camcorder) at the screen, and then frame grab the normal output.

If you get black bars, then select the 'slow shutter' function.

 
That's what they did to get the Apollo 11 landing videos; unfortunately, they've lost the original, much higher-quality video tapes.

In any case, most higher-end frame grabbers have fully programmable timing, something like:
but, if you look around, there's bound to be something less expensive.
