We have inherited 2 Older Marley NC cooling towers. Previous owner was going to scrap them then changed their minds. But they had already removed the packing and disposed of it as well as half of the mist or drift eliminators. So My plight is these CT's are going to be used in a pilot plant that has a life expectancy of 3 to 4 years. What is the cheapest packing mist eliminators to use. (home made or other wise.

While cost would be a factor in the selection, there is also the vapor flux to be taken into account. Each type of packing has its limits on vapor flux, which is in turn related to the packing factor Fp. Exceeding these limits will result in excessive liquid droplet carryover into the exit stream. If you dont have a mass transfer textbook or Perry Chem Eng Handbook, design / selection info on packing selection can be obtained from packing vendors such as Norton USA.
Same criteria apply to Chevron vane type mist eliminators, or any other type of industry specific mist eliminator.

Do you really need a mist eliminator so much? Does cost of make-up water make water drift intolerable? Planks made of marine plywood or multiple mesh seem the cheapest and simplest option. A sketch or drawing of internals would be useful as design is crucial.

Some jurisdictions don't like the plume. You may need to take this into consideration.

CT are very simple and cheap equipment. It's your decision to refurbish or buy a new unit. Did you ask vendor a quote?
CT is a key equipment in a facility. Probably good to read the document attached.
