Cooling Towers on Grade

Has anyone done or seen a cooling tower yard installed on grade with no framing to raise it? I've got a GC asking if it's possible to get one piped up if it's sitting directly on a pad.

I am good to go on the pump NPSH since my chillers are located in somewhat of a basement. So the on-grade elevation of my cooling towers is ~10 feet above my condenser pumps.
Anyways, I am struggling to understand how all the piping and controls elements will fit together. On frame mounted towers you will see a lot of pipes and valves ran beneath the chillers. I won't really be able to do that.

If the cooling tower has an integral basin and outlet nozzle, it can be done. Just depends on the type of cooling tower you buy, but this is generally done all the time.
