Copper Bar in a UL508A panel

Hi all,

I have a UL508a question in regards to having a copper bar installed solely for ground. We are UL508a house and we were requested by our customer to install a standard 1" x .25" x whatever long copper bar tied to ground so they can land all their field devices to it. This is not anywhere near a specialty cabinet, it's a standard 480V feed with disconnect, fuses, and VFDs to run some motors. In our UL inspector's most recent visit we were dinged on not having this copper bar UL approved and we had to remove it. I've been building control panels for over 25 years and this never came up before and I can't believe that using a simple copper bar should cause an issue. The sad part is I searched the UL spec high and low and cannot find any reference to back up the idea that this copper bar should not cause an issue for UL. Does anyone have any experience with this scenario and can maybe point me to a UL excerpt that I can use as reference?
