How effective is predicting the present of "free iron" which will lead to rust by applying Copper Sulfate solution (diluted in water)?

Thanks

If you control it well it is an effective test for free iron on the surface of SS.
There are other methods as well. Have you read the ASTM A967.

We have done this by laying cloth over the surface and wetting with DI water. After a few hours you will start to see the rust marks from spots with iron.

Yes,

The ASTM A967 is our standard test, but this take longer than the Spot Check using Copper Sulfate. We also trying to find out if our procesese induce Free Iron into parts. Using Spot check it lot faster. Copper film developed in few seconds.

Have you verified the effectiveness of VCI bag? how do you do it?

Thanks
