Copy and Layer Mgt. Help

I am using CAD 2005 for 2D civil drawings and have the following questions:

1. When working in model space inside a viewport sometimes I am unable to use the copy and paste command. It appears to work, but when I pick the insertion point nothing shows up. To solve the problem, I have to go to model space (outside the viewport). This problem does not happen all of the time.

2. As I add layers, my model space view is getting very busy. What is the best way to manage this? I can turn the layers that I don't need off in viewports but have them all in the model space tab. I can turn the layer off completly at the model space tab, but then it also disappears from the viewport.

1. Are you in layout space and then "reaching in" to model through the viewport?

2. You can create layer filters in the LAYER dialog to turn on/off layers by "groups"

Yes - In layout space reaching into model.
 
You can work by "poking your head through the model window viewport", but picking a point on top of your "layout space inside wall" will mess your pick point. We work in model when altering model space entities. You can work through the viewport window, you just have to be more careful.
