Correct shipboard valve application

Can anyone tell me what the correct valve would be for the following applications.
Piping is 1" stainless steel, systems that are affected include low pres air, potable water, salt water. Location of valves is outside the skin of the ship. Ship feequents severe cold weather for extended periods. Original valves were 150# s/s gate valves. The valves either leaked by or stuck shut (or open) in a relativly short amount of time. We replaced the valves again using original valve configuration but installed flanges to facilitate easy removal. Everyone seems to have their own idea on what kind of valves we should have used instead of what we used. I want to think we used the correct valve and the problems experienced before was more a maint. problem(or lack thereof) than improper application.

Ball or plug type valve will respond to extremes of heat and cold particularly if you have a metal to metal seal.You could look to coated components such as teflon or some of the soft seating materials. An alternative to the ball or plug type valve would be a Diaphram Valve.
Iff extreme cold look to materials used in the cryogenic industry
