Any ideas on where I can find it? I am looking to obtain corrosion rates of galvanized steel in soils. If anyone has other suggestions it would be much appreciated.

Rconner: I had previously found that circular but it was the wrong one, it deals with magnetism. I did some research on google scholar and found it located here:
