Cost for steel fencing atop retaing wall

I'm designing a park to be built atop a filled area surrounded by a retaining wall. Our committee wants a 42" hign fence meeting the IBC codes (200 pounds support, etc.) made from steel tubing sections, welded, painted and bolted down to concrete slab.

Total length is 130 feet, some of which is on an incline.

I need to estimate costs using Federal money (Davis-Bacon rates) for 2008. Shop rates don't apply, just on the job rates. Any thoughts?

Job is in mid-west USA.

Also, as a substitute, what would chain lnk fencing cost per foot?

Aluminum guardrail built to the IBC code would cost about $75 per foot. I would assume that this would cover the cost of steel.
As far as chain link, I'd call a supplier.
