I have a query about the crack control checking for the new AASHTO LRFD Code.

for the Service Limit State, particularly in 5.7.3.4, it states the minimum spacing for the steel reinforcement CLOSEST LAYER. Some says that it should be the stirrups because it is the closest, but contradict with the dc which pertains to flexural reinforcement. Please enlighten me. Thanks!

See the commentary: (2nd Paragraph in 6th AASHTO edition...I think it is the same in the 7th)

"Provisions specified, herein, are used for the distribution of tension reinforcement to control flexural cracking."

These provisions don't apply to stirrups...
