Are the initial and final (critical) crack sizes calculated in KD-4 of VIII Division 3 to be considered crack lengths or depths? If the calculated critical crack size (KD-430) is crack length, then is the allowable crack depth (KD-412.1) (ac/3)*0.25 (KD-411(b)?

The calculation is always the depth. The Code gives a rule for calculation of LBB by adopting a a/c ratio.
