Designing crane runway for an Industrial building. Vertical loads are increased by an impact factor and side thrust loads are some percentage of the total vertical load. Two questions: (1) do I include the impact factor while looking at vertical / horizontal deflections (obviously supposed to determine deflections with no load factors typically), and (2) is the side thrust load a percentage of just the vertical load or the vertical load x the impact factor?

1. No. Any impact would be instantaneous and the beam would bounce back to the calculated deflected shape. It's also rare for delfection to control.
2. Just the vertical load. Do the same with tractive loads
 
I would suggest reading through AISC design guide 9. It covers in depth the design of crane runways.
