Creating Planes & Axis Systems In The Product Environment

Using Catia V5R19;

Is it possible to create planes & axis systems in the product environment without having to create dummy parts?

Any response will be greatly appreciated!

Sometimes I use a dummy part, mainly for positioning or if I need planes from absolute space. Most of the time I can get away without. I use assembly constraints and build all items around their respective zero.
 
I don’t want to use dummy parts because I’m also using SmarTeam, which is not a forgiving file managing software. Most of the time, the first part I start with I will design around so I would like to position it the way I like. If the part is designed with a different orientation, without the presence of planes and/or axis, this is not possible.
