Creating Welds in Creo

Still rather new to Pro E, Creo 2, here so bear with me.

I have a sheet metal assembly and I need to show welds in the assembly. The issue is that when I activate the weld application it defaults to the top level assembly. My engineer would like the welds in a separate part file with their own part number. (please don't ask why) How do I do this and remember I'm new to Pro E so keep it in layman's terms please and if it can't be done just say so, no big complicated work arounds. Also if it consists of exporting data that becomes un-parameterized that wont work for him either.

Not possible.

Welds must be added to an existing assembly file.
