Creep Analysis in EN-13445-3: Excessive Creep Strain (ECS) check

I'm working on performing a Design by Analysis of a pump operation at 600 C, well in the creep range, and I'm required to use EN-13445-3, performing Design by Analysis (creating an FE model, and checking the calculated stress values against calculated allowables.

It's been a serious uphill slog deciphering Annex B (Design by Analysis) but thanks to some commentary I found on the internet, I think I'm mostly there.

However, I've run into a serious wall with the Creep Analysis, specifically the Excessive Creep Strain (ECS) check of section B.9.5. The calculation of the reference stress just doesn't make any sense to me, and it's new enough that I can't find any commentary about it.

If anyone can walk me through how this check works, I'd really appreciate it. This is time-critical.
