Creep Detection at Hydro Plants

Greetings,
For vertical hydro units, Francis turbines, is it more common to provide creepage detection if the turbine shut-off valve and the wicket gates leak? I think in a "perfect" world, once the Unit is shutdown and the TSV and wickets close, you would not have significant water leakage to spin the turbine.
For older plants, where this the leakage is an issue, creepage detection would be installed to release the air brakes and protect the thrust bearing.
Thoughts?
