What am I registering with a CRN (Canadian Registration Number)?

Is it the design? the fabrication procedure? the actual procedure (inspector following the work)?

What do I need to send? Drawings, calculations, fabrication procedures?

If I get a CRN for a design, can I never produce the part? Can it only be an approbation for paper work or I need to actually fabricate it in order to register it?

With a CRN you are registering the design of the component. In the case of a pressure vessel it would be a typical shop drawing which specifies materials, design conditions and construction procedures (weld procedure reference). ABSA has a very good website with respect to the registration process and what is required. They are the AIA for Alberta but the information is applicable to most jurisdictions in Canada. If you are in Alberta then the weld procedures will have to be registered seperately.

Once you have a CRN for a vessel you can choose to not build one or you can build thousands provided the registration is not limited to an individual unit. If it was a division 2 vessel then it is essentially for one unit.

The quality insurance plan for the fabrication. Does it have to be ASME? They are mentionning ASME, but can it be an inhouse construction plan that could be approved by ABSA. Do I need a ASME certification?

It has to be whatever your RFQ has asked for. They could ask for the moon if you're willing to give it. Your quality assurance requirement may be to construct to an ASME accreditation (eg NCA-400, etc.) Your AIA may be qualified to deem you qualified. Do you have a CofC to construct PB components from the AIA? It sounds like you are breaking new ground here and need a complete roadmap.

Summary
Having a CRN for a design doesn't give you carte blanche to construct it. You really need to contact your AIA. Most people are afraid to ask but your AIA is willing to layout your requirements straightforward so you make yours AND therefore their job easier.
