There are a couple of ways to do this in different orders, but this is what I do.

Double-click the view you want to crop, go to the sketch tab, draw an enclosed shape (I usually use some sort of rectangle and occasionally a circle) around the area you want to crop, then with the sketch still highlighted, go to the view layout tab and click Crop View. That should be it done.

I usually do it a slightly different way, but the main thing I have found is that no matter whether you started by clicking the Crop View button or not, the last thing you have to do is click that same button, Crop View.

One common cause of this is starting your sketch outside the view boundary. If you do this, the sketched entities belong to the sheet and therefore can't be used to crop the view.

If you start by clicking the crop view button, then sketch your profile, you will see the "Close Sketch" and "Delete Sketch" buttons in the upper right of your model/drawing area. Click close sketch will complete the operation and crop the view. The common mistake here with a lot of new users is that you need to have the entire profile of your "closed section" selected in order for the crop view to function properly. Which is why it is best (as hititfaster does) to use a single entity such as a rectangle or circle so it is easier to select.

Plus, double-clicking the view makes sure you're only working on that view and not the sheet.

I found crop view quite frustrating until I realised you can apply a crop to the sheet, which in some cases can be an empty space! Same goes for notes - add them to the view and if you move the view the note travels with it: otherwise it'll stay wherever you placed it on the sheet.
