Crude Distillation tower

It's some sort of grill / very large grate.

Are we looking up, down, sideways?

where in the tower is it - can you mark up a drawing?

Is it just to stop someone falling down the tower?

Could it be a tray downcomer? I'm assuming the photograph shows a side view/elevation view, not a top/bottom view.

The problem with sloppy work is that the supply FAR EXCEEDS the demand
 
Viewing the attachment of the post, on top of the grate I see a fine mesh screen for the purpose of which I have no idea.
 
Top of the picture is a perforated plate with Flat Bar supports, that looks like it might be perpendicular to the internal of interest. I do not see the vessel shell anywhere in the picture, so that does not help referencing the orientation.
 
Crude Distillation Towers are so common and old. Just compare some design with yours and relate. You don't have to reinvent.

My guess is this is the lower half of a liquid distributor assembly - the upper half, which consists of the liquid feed pipe and distribution fingers, probably disassembled / removed.
 
It looks like the place were enters the feeding line of the column but a more detailled foto is required for an accurate answer.
