Hi can anyone tell me the heat-treatment process required to get CS70 to HV470?

Recommended for you

Austenitize at 800-845 C. Quench into oil. Temper at 400 C. This should produce greater than 470 HV (47 HRC). Use a slightly lower temperature if you are too close to the limit.
