CSA B51-14 Annex J

Hey everyone, I just ordered a hard print that will be here in a week or two but can someone tell me the requirements listed by this Annex J? I am currently trying to satisfy a pressure vessel for SK CRN. Looks to be a (new)requirement I was not aware of under the Special Circumstances
