CSI Spiral Pins 6000 PSI - LOWER CAPACITY

I was reviewing shops for ceiling framing and noticed this in the ESR report for CSI spiral pins.

The allowable shear and tension loads for f'c = 6000 PSI is smaller than the same for f'c = 3000 PSI.

Is there a reason for this?

ESR reports are based on test data, so something about the harder concrete made it so the fasteners do not bond as well. Makes you wonder if this ever comes up for other fasteners when they don't list the capacities for higher concrete strengths.
