If a CT has name plate Kneepoint of 750Volts. Should the measured (actual) value be Higher or lower than this figure and what is the tolerance ie 5%,10% etc

Measured should be higher.

Normally it's stated as Vkp >= 750V (for example).

There is no tolerance per se...higher is better.
 
the rating on the side of the CT is the Minimum value that you should obtain. It also should correspond with the formula to calculate Vkp= S/(Ns*ALF)
