Instrument transformers (CT's and VT's) should always be grounded to avoid high voltages from being capacitively coupled from the primary to secondary windings. Ungrounded instrument transformers on high voltage equipment are a serious safety hazard.
 
Suggestion: Wherever the application does not preclude it. If the application precludes it, then there is no ground on the CT secondaries.
