Culvert footing design 1

For the design of a culvert footing, in addition to the loads transmitted from the culvert and the weight of the soil fill on top of the footing, is it standard practice to also consider earth pressure loads and live load surcharges acting on the footing? Earth pressure loads and live load surcharges have already been applied to the culvert. Thank you!

The loads from the culvert are carried to the footings. My question is regarding loads applied directly to the footings.

It sounds like you are talking about the overburden above the footing, outside of the arch culvert. I would consider that load, as it will not be balanced by soil on the inside of the culvert.
