I don't know if what you want is possible. In my time noodling around with the API, I've run across a few functions that seem to indicate that you can create or edit the component parts of a dimension. I would not be too surprised to learn that such a thing were possible; but in my 20 years of using UG/NX, I've never seen an example of a custom dimension type.

Must it be a true "dimension-object" or can it be a number of curves ( Spline ?) with arrowheads at each end ?
When importing drawings ( IGES etc )and NX encounters dimensions with options or types not matching the NX dimensions, these annotations will be classified as "Assorted parts drafting aid".
Maybe the "assorted..." can keep this thing collected into a single selectable object.

Tomas
