Since a Datum Plane is technically 'infinite' the idea of moving it WITHIN that 'infinite' space has never really been a high priority. As you have already discovered, the 'Resize' procedure is about the only scheme that we have which will give you at least something close to 'Move Datum Plane' function.

Are you sure this is a sketch? My guess would be that you have basic curves out in space (non-associative lines, arcs, splines). If this is the case, you can add a new datum plane by picking an arc or (planar) spline, or by picking 2 lines. You can then reorder the datum plane in the feature tree as needed. This process would assume that the rest of the entities are coplanar to what you picked, this may or may not be the case with basic curves. If they are not coplanar, you can project the curves to the new datum plane.
