DC powered power supply w/ meter .... where do i start?

The power supply i am trying to build is kind of "application specific".

here are my ideal requirements for this project...

Power supply will be powered by 12V DC Deep cycle marine battery.... optional DC wall outlet power
Rheostat regulated voltage
LCD diagnostic display
Battery voltage
output voltage
output amps
Hz/CPS
Duty cycle
Trickle charge back to battery when unit is turned off

OK, but what is the question? Is it about the display? Or the whole unit?

"Rheostat" sounds quite out of the ordinary for a DC supply. Do you actually mean a variable series resistor? Is that what is being used in this business?

You also mention Hz (forget CPS, that was used in the fifties). Are you going to change frequency as well? With the same "rheostat"? Sorry, this spec doesn't tell me much. But if you put down the following, we may be able to help you:

1. Supply (you indicate 12 V marine battery, is marine important?)
2. Type of output. Is it a voltage or, which seems to be a possibility, a pulsed voltage, an AC voltage, perhaps?
3. Voltage range.
4. Frequency range (if pulsed).
5. Waveform (if not simple pulse).
6. Maximum current out.
7. Duty cycle (I guess that you work a few minutes and then pause for a while). D.C. shall include typical intervals in minutes.
8. Budget.
9. Explain "Trickle charge back to battery when unit is turned off" (are you expecting your equipment to return power when it is turned off?).
10. Add things that we, as non-tattoo-professionals, don't know about.

Lets start one step at a time = design details later,
Possible way of design the PS MONITOR
1-For each of the sources you have to MONITOR, you need a sensor that will transfer the data to VOLTAGE.
2-All the voltages source shall be connected to a MUX / "Analog switches" via buffers.
3-You need a controller TBD that shall present the a-DATA and b-Source Name and c-UNITS on the Display
4-You may add a keyboard TBD that shall allow monitoring the sources Manual or Automatic sequence
