DC Voltage limiter with dump load for wind turbine: thread238-167472

I am keen to follow up on a closed thread: thread238-167472 which discussed limiting the voltage from a proven 6kw wind turbine
I have an unreliable proven box which is supposed to do this and I would like to re-engineer this. Any design suggestions would be welcomed.
