Is there any difference as to how a DC magnetic wave effect the relative permeability of an alloy, compared to an AC magnetic wave?

It depends on the magnetic properties of the alloy, and the frequency and intensity of the field.
Start with any basic text on ferromagnetics.

If it's steady state (DC) there is no wave, there is no transient. Thus resistivity is unimportant to the magnetic field. For AC and transient fields there will be resistivity and skin effects.

Sounds like you need a basic physics course, try this, it's free:
