dcs vs plc for desalination plant

hi
i am doing the engineering for a 5.8MGD desalination plant with a DCS based control system. no of i/os works out to approximately 1400 with a majority of digital signals. what is best for this application? dcs or plc?

better to use lsi plc and not dcs. u will get faster speed and easy operation . also for all digital io this is chiper.
 
With 1400 I/O, I would still think better to use a PLC system.
lot of reasons: 1) off-the-shelf equipment. you are not bogged down by one company. believe me, I have been there. Say if you want to change something later on you will pay a hefty price with the DCS supplier. 2) PLC is very powerful this day. No problem with 1400 I/O. 3) easier to program. 4) Easier to upgrade and you get the latest technology. DCS usually takes longer time to upgrade in technology because of the major cost involved to the changes.
