Dead stock volume for gasoline not Balancing

We were told to load out pms from our tanks but the tank volume is below dead stock so after we loaded out 813,630 to some trucks, the tank shows that 945,415 left what could be the reason the volume of the line fill is about 25,000

How about a few details of the tank? thinks like diameter, height of nozzles, type of nozzle, LL liquid level, that sort of thing?

A drawing or sketch should tell us all of that.

And what unts are those? litres? gallons (which one), cc?, cubits ??

Is PMS Premium Motor Spirit?

My guess is that you've gone below the level of the top of the nozzle in the tank so you're sucking fumes.

But give us something to go on.
