Dear Fellows, I need to weld a flange of SA-350 LF2 Cl1 neck thickness 12.7 with shell of SA-516 Gr.70 of same thickness (Joint Cat. B weld). Is it mandatory to PWHT the weld with reference to ASME VIII Div.1-2019?

No. But it could be a client requirement that supersedes Div I.

Category should be C.
Since you have not indicated any lethal service requirement the answer should be 'PWHT not required' as the thickness is less than 13 mm.
