decarburization at stress concentrated zone

Hi all,
I have a part made of AISI 8620, it's hot forged and then go for carburizing process. I notice some stress concentrated zone (at right angle corners especially), are found to have appreciably lower carbon content than it intrinsic level. How can this happen?

Geometry effects the rate of carburization - in gear teeth for example it is typical to get only about 2/3 the case depth in the root compared to the mid-tooth area.
 
What process are you using to carburize the parts?

A little more information might help someone resolve you problem.
