decoupler-minimum length

i read about in an article the minimum length of decoupler line in the chilled water system that need 3 pipe diameter[tt][/tt]. how the length related to diameter.

It refers to the space in between the closely-spaced tees. In other words, how close are they? For 8" pipe, they should be 24" apart according to your reference. Different references will list different limitations on how close is too close. Some tell you to butt the tees together. Some just list a flat distance like 12" apart. Others determine spacing based on pipe diameters.

The bottom line is that you don't want a pressure drop between the 2 tees, so they need to be "close" together. I have found that a few inches either way doesn't make a hill of beans difference.
 
how the diameter related to length.it is not related to pipe size,related to pipe length.as per your example, 8"pipe required 24 inch length, it means only 2 feet!!
