Default units in SW 2008 2

When I open a new file the units are mm and I have to change them manualy in inches.
How can I set inches by default?

Units are determined by the template. Create new templates.

Open a new drawing and change everything the way you like it, then save it as a template and put a copy of it in the directory that the templates are pointed at.
