Default units when opening parasolid files 1

When I create a new file and import a Parasolid file created from an inch units model into it, the file units remain as inch units. However, if I open that same Parasolid file directly using File>Open, it opens as a millimeter unit file.

Is there a setting that controls the default units when opening a Parasolid file directly?

All parasolid files are metric.
