Definition of outdoors in NEC

I recently have been forwarded a citation under NEC110.3b requesting CSA Listing for outdoor application. However, the equipment in question (accessibility equipment covered under NEC and ASME A18) is installed in a garage. It seems to me that this is clearly an indoor application, however the inspector is claiming that cold weather in the winter causes this equipment to fall under the outdoor listing category. I am wondering if there is a lexicon for the NEC that I am missing where the definitions of "outdoor application" are laid out...

The NEC defines areas as either Damp, Dry or Wet. See Article 100 for definitions (look under "location").
If it is equipment that is installed in a Garage on the ground, then maybe the inspector considers rain/snow on a vehicle to require a wet rating?
 
Does it matter? The AHJ is the final word anyway, even if you do come up with a decent argument. If you beat him over the head with it, he will likely look harder at other things, which will ultimately cost you more in the long run.
