Deforming a surface while leaving boundary fixed

Hi!

I have a problem in Creo (any version), and I cannot find a solution to it. Basically the problem can best be described by the attached image.
This seems to be a major limit to Creo. Surface boundaries cannot be selected and there is no "magnet" function allowing a desired node to pull other nodes along with it in the mesh.
Nor does there appear to be a way to define a new boundary WITHIN a surface, within which deformations can be made, without affecting areas of the surface outside the boundary.
