Demand Load Factor for Central AC 1

We have come across electrical service calculation requirements by a middle east utility company. For residential loads they allow a demand factor on window type ac units but not on central ac systems. Anybody know why they would not allow a demand factor on central ac?

This would apply to single family homes and also multi-tenant high-rise buildings.

With window units, the east side peaks at a different time than the west side, and so on. There will be some diversity.

With a central system, it will peak at its design capacity on a design day.

The Canadian electrical code requires a demand factor of 100% for air conditioning loads regardless of type.

My reply is more of a practical experience. I work in Saudi Arabia. Generally the window ACs are installed in residential buildings and the operations are manned controlled - that is the ACs are manually switched OFF when dwellers move out of house and then switched ON when required. Hence the demand factor comes in. However, this does not happen in a centrally air conditioning system, which finds more utilization in commercial and business occupancies. Here the centrally air-condtioning system continues to run and only the thermostat continues to auto control the compressor running ; while other air handling units continue running.
