Deposit Control Additive (DCA) injection, at Terminal tanks or Trucks loading racks? 1

I have been assigned to instal injection package to dose Deposit Control Additive (DCA) for motor Gasoline as part of clean fuel program to improve automobile engines performance and minimize emissions.

The package is ready but not decided yet for the location of injection port, whether upstream of storage tanks at terminal or at loading racks just ahead of filling customers trucks. Gasoline is received at terminal through a pipeline from refinery that is 500 KM away.

The first choice is to be installed at Terminal as the injection will be through one inlet pipe, while it is multiple pipes injection at trucks loading racks. However, due to the high cost of DCA there is a doubt that is might be lost during tanks regular draining/dewatering, knowing that DCA is soluble with Gasoline Fuel and there is a good mixing mechanism at Terminal.

Can you please help with ideas/advice for better decision of DCA injection skid location. Also, what are folks practice for such installation. Appreciate any clue and advice.

 
In Europe injection equipment is usually located at the loading bay and DCA is dispensed on demand when loading. Depending on the depot usually injection of different additive packages is possible both in dosage and type. That makes it possible to serve different customers who may prefer different treat rates and additive types.
 
I believe it is the same in USA. Each gasoline brand wants to use their won additive package. There are minimum dosages required by law but brands that advertise "Top Tier" gasoline go beyond the minimum.
