Depths of Cleanouts for Foundation Drainage

The Geotech Engineer recommended subdrains 10'-OC for a mat foundation, a total of 11 drain tiles running beneath the building. The drain, as specified by the Structural Engineer, to extend 5' from the building. As this building is recessed into a hillside, three sides of the buildings are actually retaining walls. (I am not a structural engineer, so I am not familiar with the design of this building foundation). Therefore, the drains are approximately 20' deep and about .

On the same project, we also another building with subdrains around the footing that are approximately 20' deep.

Now, I am in charge showing all these subdrains on the drainage plan and connecting all subdrains together. The Structural Drawing only shows the detail of the pipes in referenced to the foundations.

Question: Can I have cleanouts that extends 20' to grade? I am not sure how functional these cleanout will be... if not, what other choices do I have?

Any chance you could bring them through the floor?
 
I could, but they will not be at the most upstream end of the subdrain lines. Also, would bringing them up through the floor actually increase the risk of groundwater getting into the building?
