Design Code/Standard of Circulating Fluidized Bed Gasifier

I am trying to make Equipment Specification document of gasifier (circulating fluidized bed) as part of FEED project (coal gasification power plant).
Now, I am confused to search which code/standard would suit the best to this equipment. Its pressure is about 7 psig, 850 deg C temperature. I was going to use ASME BPVC Section VIII but it is for pressure vessel >15psig.

What standard shall I use to this gasifier?

Where in the world will it be located? There may be some statutory requirements.
 
It will be located in Indonesia, near Borneo Island. Unfortunately, there haven't been any statutory requirements about it.
 
VIII-1 can be used for < 15 psi. What's holding you back?
 
Equipment like this is typically designed and fabricated to ASME VIII-1 but not stamped.
