What code would a stabilized gas condensate export pipeline fall under? This is transported as a liquid so would it be B31.4 or as its gas condensate would it be B31.8

If it is kept in the liquid phase during transport, you could use B31.4 If two-phase flow or product vaporization is possible within the normal operating condition range, you may want to consider B31.8, or possibly B31.3 The product is not the only consideration. B31.3 in the pump stations, source and terminals might be required as well. Look in the first part of each code where they discuss their Scope and the how's and where's each code is applicable in regards to facility type and location.
