You will find information on such steel bridege items in

Is your structure suitably braced? SSRC 1993

AASHTO Bridge Manuals

Structural Engineering Handbook, Gaylord & Gaylord, McGraw Hill

Structrual Steel Designer's Handbook, Brockenbrough et al., Mc Graw Hill

Design of Modern Highway Bridges, Taly, McGraw Hill

The WSDOT (Oregon) Bridge Manual is online in pdf format and may have information on that as well (haven't checked).

OF course, for known joint boundary conditions a 3D FEM analysis will be revealing.
